Langerholc, Rigby Announce Award to Support Local Treatment Plant Improvements

October 15, 2025

HARRISBURG – State Sen. Wayne Langerholc, Jr. (R-35) and state Rep. Jim Rigby (R-Cambria/Somerset) are pleased to announce a nearly $2.3 million loan secured by the Central Mainline Sewer Authority from the Pennsylvania Infrastructure Investment Authority (PENNVEST) for financing of a wastewater project.

“PENNVEST’s continued focus on improving and investing in our water infrastructure is essential for strong communities,” said Rigby. “Sen. Langerholc and I were pleased to work with the authority and make this funding possible to ensure proper and efficient treatment of wastewater in their service area.”

“As a member of the PENNVEST Board of Directors, I was proud to advocate for this important investment in Central Mainline Sewer Authority,” Langerholc added. “The rehabilitation of key water facilities will strengthen essential services, protect public health, and support the long-term vitality of the region.”

Central Mainline Sewer Authority operates under the jurisdiction of Washington Township and provides sewage treatment to all of Cassandra and Lilly boroughs and parts of Cresson, Portage, and Washington townships.

The authority will install a new two-channel rotary sludge press and pump station screening system at its wastewater treatment plant. The existing system needs repair parts that can no longer be obtained, and the funding will allow for the purchase of new and more efficient technology.

PENNVEST is a financing authority that provides low-cost financial assistance to address water, wastewater, stormwater and non-point source pollution problems that impact public health, safety, the environment, regulatory compliance and economic development. Its goals are to ensure all Pennsylvanians have access to clean water and support the Commonwealth’s economic development.

Langerholc and Rigby would also like to remind all public and private entities which own or operate drinking water, wastewater or stormwater systems that the deadline to apply for the next round of PENNVEST is Wednesday, Oct. 29. Application forms and additional information may be obtained at pa.gov/agencies/pennvest/apply-online.
